The Department of the Interior and Local Government (DILG) has directed Cebu City to immediately activate its Emergency Operations Center (EOC) and submit situation updates through the Disaster Online Reporting and Monitoring System (DORMS) as Tropical Cyclone Uwan (Fung-Wong) approaches.
In the memorandum relayed by the DILG Cebu City Field Office to Mayor Nestor D. Archival, Undersecretary Marlo L. Iringan instructed all LGUs to convene their DRRM Councils for a Pre-Disaster Risk Assessment (PDRA) and enforce Operation LISTO protocols under DILG MC 2025-051.
This comes while Cebu City is still recovering from Typhoon Tino, with ongoing clearing, road reopening, and relief assistance—especially in mountain barangays. The renewed activation ensures faster coordination as new rainbands may bring flooding, storm surge, and landslides in high-risk areas.
✅ Key Directives for Cebu City and All Barangays
• Activate Barangay DRRMCs for early warning and 24/7 monitoring of flood- and landslide-prone zones.
• Issue frequent public updates via radio, TV, social media, and community channels.
• Implement pre-emptive or mandatory evacuations in high-risk areas no later than Nov. 9 (Sunday).
• Prepare evacuation centers with food stockpiles, power backup, sanitation, and complete CCCM requirements (JMC 02-2021).
• Enforce no-sailing / no-fishing rules once gale warnings are issued or by Nov. 8 (Saturday).
• Conduct clearing operations: drainage cleaning, tree pruning, removal of obstructions, and mobilization of heavy equipment.
• Prioritize power for essential facilities: EOC, hospitals, evacuation sites; ensure fuel and supply readiness.
• Restrict tourism and high-risk activities (hiking, diving, mountaineering); warn small-scale miners to halt operations.

Intense to torrential rains may trigger floods and landslides. Watch for warning signs:
• ground cracks

• Follow official advisories from Cebu City, CDRRMO, and your barangay.
• Prepare go-bags, charge phones/flashlights, secure loose items, and plan evacuation routes.
• If you live in coastal, river, or landslide-prone areas, evacuate early when instructed.
• Report leaning trees, blocked waterways, slope cracks to your barangay.
